Reconstruction and Development of Afghanistan

A meeting of the Steering Committee on Regional Cooperation (SCRC) is in progress. The first meeting of the SCRC took place in the Afghanistan Ministry of Foreign Affairs on 25 February 2007. The Meeting was jointly chaired by the Minister of Foreign Affairs H.E Dr Rangin Dafdar Spanta and Chief Economic Advisor to the President Prof Ishaq Naderi. The main purpose of SCRC is to further institutionalize regional cooperation within the government Ministries and agencies, with regional countries, with the donor community and with the multilateral organizations. .

Tajikistan, Afghanistan to Build Hydro-Power Plant on Pyandzh River

Afghanistan and Tajikistan will build a 1,000-megawatt hydro-power plant jointly on the river Pyandzh, the press service of Tajik President Emomali Rakhmon announced on Saturday.

Rakhmon on Friday received Afghan Energy Minister Muhammad Ismail Khan, who is in Tajikistan on a three-day visit.

"The parties agreed to build a 1,000 megawatt hydro-power plant to produce 4 billion kilowatt/hours of electricity annually, and they are ready to launch a feasibility study," the press service said.

The World Bank, the Asian Development Bank, the Islamic Development Bank and the donor countries involved in the rebuilding effort in Afghanistan are expected to fund the project, it said. Afghanistan imports electricity from Tajikistan.

The parties will also look for an investor for a more ambitious project to build a Dashtidzhum hydro-power plant on the Pyandzh River with a design capacity of 4,000 megawatts and annual output of 16.1 billion kilowatt/hours. The project is estimated to cost $3 billion.
