Foreign Ministers of Afghanistan and Turkey Meet

ANKARA – Foreign Minister of the Islamic Republic of Afghanistan Salahuddin Rabbani met with the Foreign Minister of the Republic of Turkey Mevlüt Çavuşoğlu. At this meeting, Salahuddin Rabbani expressed his and the Afghan People’s condolence on the recent terrorist attack in Istanbul to the Turkish Foreign Minister and added that Afghanistan as a victim of terrorism has been in the frontline fighting this phenomenon and considers the joint struggle against it necessary. Afterwards, Mevlüt Çavuşoğlu thanked Salahuddin Rabbani for his sympathy.

Salahuddin Rabbani also talked about the recent security situation in the country and the killing of Taliban Leader Mullah Akhtar Muhammad Mansour on the other side of the Durand Line and added, “After being defeated at Spring Operations and losing their leader, Taliban have turned to abducting and killing civilians on high ways even in the month of Ramazan.” Foreign Minister Rabbani also asked for details about the news in some media outlets on Turkey and Iran’s demand for registering the Masnavi-ye Manavi (Spiritual Couplet) of Mowlana Jalaladdin Muhammad Balkhy as the cultural heritage of both countries at UNISCO. Turkish Foreign Minister expressed his unawareness about the issue and directed related responsible authorities to follow the issue and consider Afghanistan’s considerations and recommendations as the birthplace of Mawlana Jalaladdin Muhammad Balkhi.

Afterwards, Mevlüt Çavuşoğlu called regional cooperation important for solving problems of terrorism and said that in the near future he would travel to Kabul for further talks. During this meeting, they talked on bilateral cooperation between the two countries and on active participation and support from the Republic of Turkey for Afghanistan at the NATO Summit in Warsaw and the Brussels Conference. The Turkish Foreign Minister gave assurance of his country’s support for Afghanistan and said that Turkey will always be with Afghanistan.

 

UNICEF Afghanistan Country Representative Presents Her Credentials to the Deputy Foreign Minister

KABUL - Deputy Foreign Minister of the Islamic Republic of Afghanistan Dr. Nasir Ahmad Andisha had introductory meeting with the newly-appointed chief of UNICEF in Afghanistan Mrs. Adel Khudr this afternoon.

While welcoming Mrs. Khudr, the Deputy Foreign Minister expressed his concern over the increase violence in Afghanistan especially targeting civilian, children and women by the terrorists in the country, and called cooperation of UNICEF in health, nutrition, education & training, protection of children, youth and women important and valuable. He expressed hope that in the presence of Mrs. Khudr who enjoys much experience this field, this entity will further its cooperation with Afghan people.

Subsequently, Newly-appointed chief of UNICEF in Afghanistan Mrs. Adele Khudr said that work and service to the people of Afghanistan is one of her important desire, and talked regarding the importance of UNICEF scope of work in Afghanistan especially juvenile rights and said that good news is that the relevant organs of the Islamic Republic of Afghanistan work over the finalization of the law against forced labor of children. As a member of the convention of juvenile rights, she expressed hope that Afghanistan will recognize its obligations in this regard and will finalize the mentioned law and the parliament will also pass it.

At the end, the Deputy Foreign Minister assured UNICEF of this Ministry’s cooperation and accepted her credential  as UNICEF Afghanistan Country Representative of the mentioned office.

 

Acting and Deputy Minister Meets with UNESCO Representative for Afghanistan

KABUL – Acting and Foreign Minister of the Islamic Republic of Afghanistan met with UNESCO representative for Afghanistan Ms. Patricia McPhillips in the ministry of Foreign Ministry, this afternoon.

At the outset, Acting Minister of Foreign Affairs expressed his concerns to the UNESCO representative for Afghanistan, which the Iran and Turkey has recently agreed to suggest and register the Masnavi Mevlana Jalal al-Din Muhammad Balkhi in the UNESCO World Heritage Site as common cultural heritage of the two countries. He pointed out, when this well-known work of literary and Rumi mystical masterpiece is registered in the UNESCO World Heritage Site, the historical reality of the birthplace of Mavlana Balkhi should not be overlooked, and the greatest Mawlana connection with Afghanistan should not be forgotten.

Acting Foreign Minister also talked on the importance of water diplomacy for Afghanistan, and recalled that Sweden has one of the world most prestigious scientific and research centers in the field of water rights and water resources management, and Afghanistan asked the cooperation of that country regarding the  training a group of technical staff of the water resources management of the Ministry of Energy and Water and staff of the water diplomacy section of Foreign Ministry in the mentioned fields. Ministry of Foreign Affairs also expects from UNESCO to participate in this cooperation.

Afterwards, the UNESCO representative for Afghanistan assured that the concerns of the Islamic Republic of Afghanistan in connection to the Masnavi Manavi will be reported to the HQ of that organization, He also promised that he will speak with UNESCO HQ in regards to cooperation in the training of technical staff of the water resources management of the Ministry of Energy and Water, and staff of the water diplomacy section of the Foreign ministry in the fields of water rights and water resources management.

 

Foreign Minister has a Valedictory Meeting with Bulgarian Ambassador to Kabul

KABUL - Minister of Foreign Affairs of the Islamic Republic of Afghanistan Salahuddin Rabbani had a valedictory meeting with Bulgarian ambassador to Kabul Mr. Nikolay Yankov this afternoon.

At the outset, Mr. Yankov expressed happiness over his mission in Afghanistan, and expressed, “I have had the honor of serving for the past four years in extending relations and cooperation between Afghanistan and Bulgaria whose friendship has historical roots.”

While assuring Afghanistan of his country continues cooperation, he expressed happiness over the developments in various areas and growth of democracy in Afghanistan and asked for establishing economic cooperation between the two countries.

Subsequently, Afghan Foreign Minister thanked Mr. Yankov for his attempts in extending relations and cooperation between the two countries and thanked Bulgarian government for its cooperation in training Afghan diplomats and National police.

 

 

Acting and Deputy Foreign Minister Attends Finance and Budget Commission of the National Assembly

KABUL - Acting and Deputy Minister of Foreign Affairs of the Islamic Republic of Afghanistan Dr. Nasir Ahmad Andisha attended the finance and budget commission of the National Assembly on the invitation of this commission to brief it regarding the affairs relevant to the embassies of the Islamic Republic of Afghanistan this morning. In addition to presenting information regarding the relevant subjects, he responded to the questions of the members of this commission.

While welcoming the Deputy Foreign Minister, head and members of the finance and budget commission of national assembly asked their questions in various areas including way of collecting income, quarterly spending practices, payment of rents of the offices and ambassadors and diplomats’ residence, recruitment of local employees in the embassies and general consulates, and various other relevant issues.

Subsequently, Deputy Foreign Minister presented detailed and comprehensive information regarding the payment of salaries of diplomats, local and supporting staff, and also the way of collecting income, quarterly spending of embassies, and political representations and consulate and their accountability, installation of biometric system in the embassies and general consulates of the country, and explained the programs for modernization of the financial and accounting system and briefed the members of the cited commission on Foreign Ministry’s attempts in further improving the work and activities of this ministry.

During the meeting, Dr. Andisha expressed that the revenue has been significantly increased during the last and current years and said that the budget of this ministry used to spend based on the organization structure and number of employees, but currently spends on the working priorities and programs to effectively and efficiently use the human and financial resources

Banquet Ceremony Held on the Occasion of International Symposium of Empowering and Role of Women in Afghan Society

KABUL - On the occasion of “Empowering and Role of Women in the Society” Symposium, a banquet ceremony was held here at Ministry of Foreign Affairs of the Islamic Republic of Afghanistan last night which was attended by the Chief Executive Officer of the Islamic Republic of Afghanistan H.E. Dr. Abdullah Abdullah, a number of cabinet ministers and parliamentarians, first lady of the country, deputy ministers of the foreign ministry, representatives of the foreign countries and international organizations, friendly countries’ ambassadors, women right activists, government senior officials, representatives of the civil society and representatives of women from the provinces.

While welcoming the guests and attendees of the ceremony, Acting Foreign Minister Dr. Nasir Ahmad Andisha called arranging Kabul symposium the indicator of prioritization and presence of strong will for continuity of cooperation in empowering Afghan women between Afghan Government and international community.

Subsequently, H.E. Dr. Abdullah Abdullah recalled and appreciated women role in the development of the country, and expressed that Afghanistan has been a long way and ups and downs over the years and a dark era which was imposed on Afghans especially women in a chapter of history, will never be forgotten and Afghanistan will not return to those eras of darkness, perpetration, and ignorance.

While expressing hope for the development and empowering of Afghan women, the Deputy Foreign Minister for Economic Cooperation Mrs Adela Raz said; investigation shows that participating women in various areas of the government and society play valuable and vital role in the development of a country.

During the ceremony, U.S ambassador to Kabul Peter Michael McKinely, Norwegian ambassador to Kabul Erling Skjonsberg, and Paola Pampaloni from the foreign policy of EU in their speeches considered the development of Afghan government in empowering women especially the accomplishments of the national unity government as vital and insisted on their support from these endeavors. The ceremony ended with information film regarding Afghan women and live music by the National Music Institute of Afghanistan.

Deputy Foreign Minister welcomes Deputy Prime Minister and Minister of Foreign Affairs of Turkmenistan

Deputy Foreign Minister for Financial and Administrative Affairs Dr. Nasir Ahmad Andisha welcomed Deputy Prime Minister and Minister of Foreign Affairs of Turkmenistan H.E. Raşit Meredow and his accompanying delegation in Turghandi port, Herat province.

The purpose of the visit of Deputy Prime Minister and Minister of Foreign Affairs of Turkmenistan to Afghanistan is to strengthen friendly relations between the two countries and meet with local officials of Herat, Farah, Badghis and Faryab provinces.   

Deputy Foreign Minister Visits Russian Federation

MOSCOW - Deputy Foreign Minister of the Islamic Republic of Afghanistan H.E. Hikmat Khalil Karzai paid state visit to Moscow for conducting political consultations with the leadership of Foreign Ministry of the Russian Federation from June 16-17, 2016.

In this meeting, the Deputy Foreign Minister met with Deputy Foreign Minister of the Russian Federation Mr. Igor Morgulov and Russian Presidential envoy to Afghanistan Mr. Zamir Kabulov at the special palace of the Russian Foreign Ministry. Both sides talked and consulted on bilateral relations, regional and international issues. Mr. Karzai also talked on the current political and economic situation of Afghanistan, peace process and ongoing developments in the region, and stressed on the need of expanding and strengthening the relations between Afghanistan and Russia based on the principles of mutual respect.

Mr. Morgulov called the visit of Mr. Hikmat Khlil Karzai important not only for the extension of relations and cooperation between Foreign Ministries of the two countries, but also important for strengthening the relations between Afghanistan and Russia, and emphasized that Afghanistan has a special place in Foreign Policy of the Russia. Russia strongly supports national sovereignty, territorial integrity and unity of Afghanistan. He also assured of Russia full support to the ongoing peace and reconciliation efforts led by Afghans, and will not spare its assistance and cooperation in this regard. Meanwhile, Mr. Morgulov assured the continuation of Russian assistance and cooperation in security sector with Afghanistan and promised assistance and cooperation in the following areas:

  • Supporting the request of Afghanistan’s permanent membership in the Shanghai Cooperation Organization,
  • Increasing educational scholarships for Afghanistan,
  • Preparation of short term learning courses for 15 Afghan diplomats in the academy of diplomacy of the Ministry of Foreign Affairs of Russia.
  •   Continuing assistance and cooperation in the field of counter narcotics,
  • Assistance and cooperation in launching trade exhibitions,

Both sides emphasized on the implementation of the decisions made in the Joint commission for trade and economic cooperation between Afghanistan and Russian Federation, and to this end, both sides promised to simplify and accelerate the Visa issuance process.

Mr. Morgulov assured that the Russian Ministry of Foreign Affairs is working seriously with Moscow Municipality on the issue of land allocation to the embassy of Afghanistan, and expressed hope that this problem will be resolved soon.

At the end of the meeting, looking at the importance of consultations in bilateral relations, regional and international issues, Mr. Karzai and Mr. Morgulov signed consultations protocol between Foreign Ministries of the government of Islamic Republic of Afghanistan and Russian Federations.

During the visit, Mr. Karzai also delivered speeches in the Russian council of international issues and Carnegie Moscow Center regarding Afghanistan, region and global ongoing developments. These meetings were attended by famous Russian scientific, academic and research center members, Professors, senior representatives of many embassies in Moscow, journalists and experts.

Meanwhile, Mr. Karzai also met with Afghan students studying in different universities of Moscow, Afghans residing in Moscow and their community unions’ representatives in the embassy of the Islamic Republic of Afghanistan, and listened to their problems. At the end of the meeting, he participated in Iftar party with them.

At the end, Mr. Karzai interviewed with famous Russian televisions and other media outlets regarding situations of Afghanistan and relations between the two countries, and attended press conference regarding the consequences of his visit to Russia, in the RIA Novosti– Russian News Agency’s conference hall, and answered to the journalists’ questions.

Deputy Foreign Minister Meets Leader Entrepreneurs for Afghanistan Development (LEAD) Director and Members

KABUL – Deputy Foreign Minister Ms. Adela Raz met with the Leader Entrepreneurs for Afghanistan Development (LEAD) Director, Ms. Manizha Wafeq and its members in her office.

At the beginning, Ms. Raz welcomed the Director and members and pointed out to the significance of the private sector in the politics and economy of the Government of Afghanistan, and assured the cooperation of the Ministry of Foreign Affairs in solving business women’s problems.

Ms. Adela stated that one of the discussion subjects in Brussels conference is empowering women and supporting them in private sector, and supporting private sector, especially women entrepreneurs, is among the important priorities of the Afghan Government, and we will not hesitate in cooperating and empowering women in political, economic, and security areas, especially private sector and trade.

Deputy Foreign Minister Meets with Joint Secretary of the Ministry of Foreign Affairs of Nepal

KABUL- Deputy Foreign Minister for Political Affairs of the Islamic Republic of Afghanistan met with Joint Secretary (South Asia) of the Ministry of Foreign Affairs of Federal Democratic Republic of Nepal Mr. Prakash Kumar Suvedi this morning.

While regretting over the incident and sympathizing with the government and people of Nepal and the victims’ family, the Deputy Foreign Minister expressed that Afghan government and people share the grievance of Nepali government, people and victims’ family and the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan will not spare any efforts to cooperate in transferring the bodies, tending to the wounded and issues related to the incident.

Subsequently, Joint Secretary of the Ministry of Foreign Affair of Nepal recalled the cooperation of various institutions of Afghan government in relation to the transfer of murdered bodies and tending to the wounded of this incident, and thanked from the sympathy and sorrow of Afghan government and people with Nepali government and people.
